The Budget Model Redesign (BMR) project is a key step in the third phase of MSU's financial transformation plan: creating a sustainable model. 

The redesign is being implemented in phases, with ongoing evaluation and refinement. Phase I is focused on academic year enrollment incentives. Future phases include sponsored research support, summer enrollment, and non-traditional enrollment.

Project Phases

  • Model Design

    • Fall 2025 - Spring 2026
    Following the establishment of the BMR project team:

    • Align on goals and guiding principles
    • Explore and make decisions on budget model design options
    • Determine implications of budget model decisions on unit funding
    • Iterate on design choices based on potential future funding scenarios
  • Parallel Year

    • Spring 2026
    To prepare colleges and units for the future implementation of the new budget model:

    • Run traditional budget process for FY27 via Spartan Financial Navigator
    • Replicate the FY27 planned budget using the new model for visibility and understanding
  • Preparation

    • Summer - Fall 2026
    Using feedback collected during the parallel budgeting process:

    • Code the new budget model in Spartan Financial Navigator
    • Prepare for FY28 budgeting cycle
  • Implementation of Phase I Model

    • Spring 2027
    Launch Phase I of the redesigned budget model:

    • Conduct the FY28 budgeting cycle using the new budget model in Spartan Financial Navigator
    • Monitor for issues and concerns
